- National policies and legislation:

- Ratified international treaties:
- 1997: ratification of the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol.
- 2004: ratification of the 2000 Protocols on Trafficking in Persons and Smuggling of Migrants.
The main ministries in charge of migration affairs in Estonia:
- Ministry of the Interior: Together with its subordinate authorities it is the main body dealing with migration affairs and focal point for migration affairs at the international level. Areas of responsibility include immigration (entry, residence); border management and irregular migration; asylum policy.
- Ministry of Foreign Affairs: visa and consular affairs.
- Ministry of Social Affairs: reception and accommodation of asylum seekers
