Ratified international treaties:

  • 1981: ratification of the 1969 African Union Convention Governing Specific Aspects of Refugee Problems in Africa.
  • 1981: ratification of the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol.
  • 1999: ratification of the 1954 Convention on Statelessness and the 1961 Convention on the reduction of statelessness.
  • 2009/2022: ratification of the 2000 Protocols on Trafficking in Persons and Smuggling of Migrants, supplementing the United Nations Convention against Transnational Organized Crime.
  • 2022: ratification of the 1990 Convention on the Protection of the Rights of All Migrant Workers and Members of their Families.
  • Tchad is also party to several international human rights instruments that complement the above-mentioned framework and apply to migrants, refugees, asylum seekers, and internally displaced persons.

Main ministries in charge of migration affairs:

  • National Commission for the Reception and Reintegration of Refugees and Returnees (CNARRR): implements international legal instruments and national laws relating to refugees and asylum seekers; provides protection and assistance to these persons; and facilitates the return and reintegration of returnees.
  • Ministry of Foreign Affairs, African Integration, International Cooperation, and the Diaspora: responsible for international cooperation on migration issues and ensuring the legal and social protection of Chadians living abroad, as well as combating irregular migration.
  • Ministry of Territorial Administration, Public Security, and Local Governance: provides the secretariat for the CNARR, while its Directorate of Political Affairs and Civil Status (DAPEC) issues civil status documents to beneficiaries of international protection.
