The Rabat Process

The Rabat Process is a platform for political cooperation amongst the countries along the migration route between Central, Western, Northern Africa and Europe. 

Since 2006, the Dialogue promotes policy-making on migration issues, through an approach that includes the link between migration and development.

The Rabat Process, also known as the Euro-African Dialogue on Migration and Development, brings together more than 60 partners to openly discuss migration and development questions in a spirit of partnership.

Three complementary stakeholders support the dynamics of the Rabat Process:

  • the Network of focal points
  • the Steering Committee
  • the Support Project

Strategic framework

The Rabat Process benefits from a ministerial mandate and its strategic framework is defined by ministerial declarations and the related action plans, which determine the main focus of the Dialogue, as well as its specific objectives.

The Rome programme defines the current strategic framework for the period 2015-2017.

Strategic priorities

The Rabat Process is often cited as one of the most dynamic dialogues on migration between Europe and Africa. The focus of its different levels of dialogue and of its strategic framework has evolved over time, always with an eye to the evolving migratory context.

The current strategic framework for the period 2015-2017 is defined by the Rome Programme, adopted at the fourth Euro-African Ministerial Conference on Migration and Development in Rome in 2014.

The Rabat Process is an original consultation framework that combines several dimensions: political, technical and operational. 

These dimensions are reflected in the three levels of dialogue that form the consultation framework:

  • Euro-African Ministerial Conferences
  • Senior Officials Meetings (SOM)
  • Thematic Meetings

Projects and initiatives

The operationalisation of the Rabat Process goes beyond the activities implemented with the funding and expertise of the Support Project.

It also materialises through national and regional projects and initiatives.

A mechanism to monitor and map

The Rabat Process is mandated, like other mechanisms, to monitor the implementation of the concrete actions included in the Valletta action plan for the period 2016- 2018.

Evolution of the support project

The Support Project was established to facilitate the dialogue and support its operational implementation through capacity building activities. Progressively, new steps were taken and new activities were introduced to implement concrete actions.
